Salutation and Election (v. 1-2): Peter addresses the believers ("elect exiles" or pilgrims) scattered across Asia Minor, emphasizing they are chosen according to God the Father's foreknowledge (a choice based on God's prior knowledge of their faithfulness) and through the sanctification of the Spirit, leading to obedience and cleansing by the blood of Christ. This sets them apart as God's separated people.

The Living Hope and Inheritance (v. 3-9): The central theme is the "living hope" believers are born into through the resurrection of Jesus Christ from the dead. This hope is tied to a guaranteed, incorruptible, and reserved inheritance on the Earth when Christ returns to establish the Kingdom of God.
